rolls cleanly, but has bumps

Familiarity:
I've used it several times

Bought this for my ebike that I use mostly on pavement and some on dirt. Tread rolls very smoothly. Had trouble finding low rolling resistance tires with good tread. Have Tannus foam inside, which I love. Cannot seem to get the bumps/lumps out for a truly smooth roll. Not sure why. Tire or Tannus or me?
