No one likes to ride in wind and rain, but sometimes that's all we have to work with, especially in the volatile weather of the transitional seasons. For days when the temperatures don't call for ski-level thermal gear but the wind and rain threaten our extremities, we roll Pearl Izumi's P.R.O. Barrier WxB Shoe Cover and we roll dry. These shoe covers incorporate P.R.O. Barrier WxB fabric on the outside and warm fleece on the inside, a combination that repels water and wind while keeping your feet cozy in temperatures as low as 40 degrees Fahrenheit.
The P.R.O. Barrier's fit includes Pearl's two stage closure, which opens the covers nice and wide to get on, and then seals them up for the snug fit you'd expect from shoe covers. The soles are reinfoced for durability and the wind and water resistant shells have reflective highlights to increase visibility to other road users in low-light conditions.

I like to tell myself I get wiser with experience. Probably a lie. I learned a few years ago that wet feet make for a miserable ride experience when it is cold out. I also learned that even though it looks more pro to have your tights tucked into your shoe covers, this lets tons of water in as well and even the nicest covers will leave your feet soaked. I paired these with some Amphib tights and made sure the tights went over the covers, dry happy feet.
Personally I really like the Velcro closure and how much the back of these opens up. Better than my zippered pair from another brand, and easier installation.
Not worth the price
This is not a waterproof bootie as is claimed. Seams leaked on my first ride and toe does not want to stay in place over the shoe. Definitely not worth the price paid - sent back for refund

Pearl Izumi USA is based outside Boulder, Colorado. They know Winter cycling.
Application: These are light-weight, medium-insulated, winter booties designed for keeping your feet warm while riding from 65° down to about 45/40° weather (with wool socks).
Pros: Snug, aero, great looks, and great fit.
W x B means: W = waterproof. B = breathable.
Cons: I usually prefer a rear or side zipper on booties. But the velcro opening here does allow for slightly easier mounting (and removal) of the bootie. Be careful when undoing the velcro strip, though, or it will rip.
***An important note about "rain-proof" booties: Although the material here is 100% waterproof, your feet may slowly get wet if you ride in a downpour long enough -like with ALL winter booties.
Why? (1.) In wet conditions, wheelspray from the front tire constantly shoots water up at your shoes from the bottom. So, tape any bottom vent holes in your shoes up with duct tape! (2.) When riding in the rain, the rain (and road spray) will soak the lower leg of your bibtights. If you tuck your bibtights into your winter booties, that water will travel down (via capillary action) to your socks, and then soak your feet. If riding in full-on rain and/or very wet roads: wear your tights (or rain pant leg) OVER your booties to direct the rain away.
Sizing: Follow the size chart. I wear a 45 euro in Sidi and Shimano. The XL is the perfect size (right in the middle).
