When I received this hat I was a bit skeptical about how warm it would be. I have worn it every day for the last three weeks. Temperatures have ranged from the low 60s to mid 30s. It has rained about half of those days. I use the hat under my Giro helmet. When it rains I use a Goretex helmet cover.
This is the first time I have worn a hat with a bill. I can't believe I have ridden so long without a billed hat. It works amazingly at keeping rain off my glasses when I ride. It also helps to reduce glare from low angled sun (a rarity these days).
The hat is amazingly comfortable right down to the mid 30s so far. When I start out it seems inadequate, but as I warm up it becomes very comfortable, and has never felt excessively warm, even when the temperature rose into the low 60s. I do a lot of climbing on my rides (average about 8000' vertical per week). If it was going to get too warm it would have happened. Yet, at the same time, clipping along at 20+ MPH on a flat road in 30º to 40º temperatures does not feel too cool either. The wind protection is excellent.
I have gotten caught in a light rain without my helmet cover (thanks to WeatherUnderground incompetence). The hat did keep my hair dry and my head warm despite the lack of other protections. The temperatures that day were in the mid 40s.
This is a great hat. It is well made, fits very comfortably, and will certainly serve me well through the winter in the Pacific Northwest. I do recommend it.

Is this cap water-proof for those of us in rainy winter environments?

I wouldn't call it waterproof, more water resistant. Read my review. I think it will answer a lot of questions you might have.
