I do prefer more coverage on the bottom as many shoes have vents on the bottom.

Sugoi Resistor Shoe Covers

There is a yellow cordura-nylon-like resistant material on the underside of the toe area to prevent abrasion when you put your foot down to stop or walk. The complete underside of the sole of the shoe is exposed, including the heel pad. There is a Velcro synch strap immediately behind the cleat area to keep the bootie snug and prevent it from riding up.

Very easy on and off with the zipper back. I find that when combined with light wool socks my feet are good for a two or three hour ride at 30 to 35 degrees.

I have worn a pair regularly for three or four years now, December through March, plus wet and cold spring and fall days so they stand up well.

These are good in the rain. Almost ideal for rain and cool temps. These are lightweight stretchy rubber feel.

Do these have reinforced undersides at the toes and heels, to prevent tearing while walking?

The boot of these is not "super reinforced" as these are made light for road cycling. However, I really haven't had any issues with them "tearing like sock booties" on the bottoms. However, I wouldn't recommend these for mountain bike or cross as they could get hung on the pedal or shredded on rocks.
