The fact that its sleeves are removable means Pearl Izumi's Select Barrier Convertible Jacket can resist water and wind across virtually all seasons. Sometimes in the summer, it's nice to have a wind stopping vest stowed in a pocket for long descents. Sometimes in the spring, it rains. Sometimes in the winter, the temperature and conditions warrant an outer layer of elemental resistance and an inner layer of thermal insulation. Whatever the case, this jacket is appropriate.
The jacket owes its wind and water resistance to the Barrier material from which it's made. Barrier also has a forgiving four-way stretch and high-breathability, so it fits comfortably and doesn't turn into a sauna when your effort goes up.
The raglan-cut sleeves zip off for easy conversion from jacket to vest, making this your all-season riding buddy. The full-length front zipper has an internal flap and a garage to increase the Barrier Jacket's barrier-ness, and the rear pocket has a zipper to afford the same courtesy to its contents. Reflective elements help keep you visible in low-light conditions.
