Is this jacket water resistant at all?

I'm not sure why they list the membrane as Gore-tex, because it definitely isn't waterproof. However, on Gore's website, they do lead you to believe that the Windstopper fabric is water resistant:

"WINDSTOPPER Soft Shell
Offers total windproofness with maximum breathability, combining the comfort of a soft mid-layer and the water resistance of a shell in one garment. WINDSTOPPER Soft Shells keep you comfortable with the freedom of movement you need for enhanced performance in a wide range of cycling activities and weather conditions."

Basically, no. It'll block wind, but if it rains and you're moving fast on a bike, it'll cut right through this thin fabric. That's the downside of super-breathable fabric.

For waterproof rain gear, go for Gore's ALP-X 2.0 GT jacket/pants. They are both very good at blocking wind, as well. Both are incredibly light weight and easily packable. But, they are only 'shells', you will have to layer in cool/cold weather. If it's really nasty, sloppy & cold out, sometimes I'll wear the ALP-X over my Giordana winter jacket, which is warm, but only water resistant...a most excellent line, too!
I love Gores' Windstopper baselayers, too!
